RESEARCH & SCHOLARLY ACTIVITIES
Professor William H.K. Lam is a Chair Professor of Civil and Transportation Engineering and Associate Head of the Department of Civil and Structural Engineering (CSE) at the Hong Kong Polytechnic University (PolyU), P.R. China. He joined the PolyU as lecturer in 1983 and has been promoted to Chair Professor in 2003 and has also been appointed as the Associate Head of CSE in 2007. Prof. Lam is currently the President of the Hong Kong Society for Transportation Studies (HKSTS) and the Chairman of Civil Discipline Advisory Panel - the Hong Kong Institution of Engineers (HKIE). He is also a member of the International Advisory Committee of the International Symposium on Transportation and Traffic Theory (ISTTT) and of the International Scientific Committee of the International Symposium on Transportation Network Reliability (INSTR). Prof. Lam has over 28 years professional experience and is the author of over 300 international journal and conference papers together with consultancy reports.
In the past decade, Prof. Lam has been actively involved in research and scholarly activities. Particularly in the last ten years (1998-2007), he has successfully received 10 earmarked research grants from the Hong Kong Research Grants Council. In February 2008, Prof. Lam has been awarded with about HK$ 3.0 millions from the Hong Kong Polytechnic University for the “Development of Niche Areas” on Development of an Intelligent Transportation Systems (ITS) Testbed for Real-time Navigation and Cross-boundary Container Logistics Management. Recently, he has been granted of HK$ 100,000 from the Croucher Foundation for organizing the 18th International Symposium on Transportation and Traffic Theory (www.isttt18.org) in Hong Kong.
Prof. Lam is the first one in the CSE Department to receive a joint research grant of about HK$0.8 million from NSFC/RGC in 2001 and to be awarded with about HK$0.6 million from the Croucher Foundation in 2002 for organizing an Advanced Study Institute on "Advanced Modeling for Transit Operations and Service Planning". He has received the President's Award in Research and Scholarly Activities (2000) and the Outstanding Young Professorship Scheme (2004) from the Hong Kong Polytechnic University. He has also received the 2005 Engineering Alumni Excellence Award from the University of Calgary, Canada and the 2005 Eastern Asia Society for Transportation Studies (EASTS) Outstanding Paper Award, “Impact of Road Pricing on Network Reliability”, out of 600 papers presented in the 6th EASTS Conference, 21-24 September 2005, Bangkok, Thailand. Prof. Lam has been invited to give a keynote presentation (entitled “A Risk-averse User Equilibrium Model for Route Choice Problem in Signal-controlled Network” in the 2nd International Conference on Transport and Logistics Systems (INCOTALS) that was held in Colombo, Sri Lanka from 21st to 22nd August 2006. On the other hand, a 973 research project entitled “Studies on Basic Science Issues of Traffic Jam and Congestion in Large Cities” has been awarded to Prof. Gao Ziyou of Beijing Jiaotong University with a grant of 30 million RMB from the Ministry of Science and Technology of China (No. 2006CB705503), in which Prof. Lam is one of the key co-investigators of this 973 research project.
In the past three years, Prof. Lam also made contribution to the local professional community and participated in international scholarly activities so as to promote the reputation of the Department in the field of Transportation Engineering. In 2005, Prof. Lam has been appointed by the Hong Kong SAR Government to chair an Expert Panel for giving comments/recommendations on Sustainable Transport Planning and Central-Wan Chai Bypass. The Panel has held one open forum and five working group meetings from 24 August to 30 September, 2005 to consolidate public views and members’ recommendations on the captioned issues. Prof. Lam has been served as the Chairman of the Briefing Sessions with the North Point Residents on 14th and 15th April 2007 regarding the issue on the Eastern Ventilation Building for the Central-Wan Chai Bypass and Island Eastern Corridor Link. He has also been invited by the United Nations Centre for Regional Development (http://www.uncrd.or.jp/) to serve as an expert and moderator for facilitating the Asian Mayors’ Policy Dialogue for the Promotion of Environmentally Sustainable Transport (EST) in Cities from 23rd to 24th April 2007 in Kyoto, Japan and for the 3rd EST Forum from 17th to 19th March 2008 in Singapore.
Prof. Lam was the founding President of the Hong Kong Society for Transportation Studies (HKSTS) and has been the Chairman of the Organization Committee for the 10th HKSTS International Conference jointly organized with HKSTS and PolyU. It was successfully held on 10 December 2005 with two distinguished keynote speakers, Mr. Joshua Law, Permanent Secretary for the Environment, Transport and Works (Transport) of Hong Kong SAR, and Prof. Michael Bell from the Imperial College of London. In May 2006, Prof. Lam has been appointed as one of the 3 oversea members in the Committee (ADB30) on Transportation Network Modeling (Transportation Research Board, National Research Council of United States). Prof. Lam has been the Chairman of the Technical Committee for the 8th Asia-Pacific Intelligent Transport Systems (ITS) Forum organized by the ITS Hong Kong and supported by supported by the Environment, Transport and Works Bureau of the Government of the Hong Kong Special Administrative Region (SAR), China. Over 70 technical papers from around the world have finally been selected for presentation and publication. The Forum was successfully held in Hong Kong Exhibition Centre from 10th to 14th July 2006 with about 600 participants. In the past three years, Prof. Lam has also jointly organized many professional and academic seminars with local professional institutions and learned societies so as to promote the reputation of the Department in the local construction industry. For instance, a seminar jointly organized with HKIE has been held on 15th January 2008 at the Chiang Jiang Lecture Theatre of the HKPU regarding a talk on “Tibet Railway” given by Mr. Sun Yong Fuk, ex-vice Minister of Railway, China.
Apart from the above, some of the indicators are his membership of the International Advisory Committee (the only and the first one from China) of the most prestige international Symposium in the field of transportation and traffic theory and analysis (ISTTT), and of the Board of the Eastern Asia Society for Transportation Studies, and of the Advisory Committee of ITS development in Hong Kong (for Transport Department of Hong Kong SAR Government). Prof. Lam is the Past Chairman of Civil Division - the Hong Kong Institution of Engineers (HKIE) and is the Editor-in-Chief of the two SCI journals; namely, Journal of Advanced Transportation (www.advanced-transport.com) and the Journal – Transportmetrica (www.transportmetrica.com). In the past three years, Prof. Lam has also been involved in research and development (R&D) project on Transport Information System (TIS) with Prof. John Sze in LSGI Department of PolyU. In this R&D sub-project (leaded by Prof. Lam), an off-line short-term travel time forecasting system has been developed for Hong Kong. To enhance the applications of the short-term travel time forecasting system in practice, a website “SpeedOnRoad” is constructed for displaying the travel time information. The “SpeedOnRoad” website is user friendly with various query functions. In the website, the users can choose various traffic data such as the speed information and the level-of-service information for AM peak, PM peak and Off peak periods. The shortest travel time paths can also be obtained by users for selected origins and destinations. Also, the zone-to-zone travel time information from a particular traffic zone to all other zones can be displayed for different peak hour periods. These information can be used by logistics operators for fleet management purposes. On the basis of this R&D project output, a memorandum of understanding has been signed with the Autotoll Limited (www.autotoll.com.hk) on 23 August 2005 for the development of Real-time Travel Information Services (RTIS) system in Hong Kong. This system has been subscribed by Transport Department of Hong Kong and be launched to public in the early of January of year 2007.

A statistical approach to the estimation of origin-destination matrix from traffic counts and survey data – a 2-year research project sponsored by the UPGC for competitive bidding for allocation from their Earmarked Grant (HK$0.437 million), Date of award – October 1992. This is a joint project with the City Polytechnic of Hong Kong.
